				<div class="et_pb_text_inner"><p>Greetings, <br />I hope you and your families are well as you celebrate Thanksgiving, Christmas and New Year&#8217;s Day 2026. Our most recent election was November the 4th when women, men, democrats, social democrats and independents swept all of the races. The key phrase being used by every single advocate was on the subject of affordability and how all of our basic needs involve the cost of living. Interestingly enough, their examples included housing, health care, and a number of other things, excluded the one thing that was not spoken to: wages, and specifically for our people, people experiencing homelessness, people working at one, two, or three minimum wage jobs and our Veterans, who served us well, but came back from the service with non-transferable skills, to an economic crisis that caused many of them to become homeless on the streets of our nation.</p></div>

				<div class="et_pb_text_inner"><p>At least two of these people who will receive this letter may be running for President in the 2028 election. We are now going to try and help them keep their promises that they would come up with concrete methodologies to address affordability for our nation&#8217;s citizens. Well we have answers. As you read the letter, imagine that this might be our finest opportunity to get real traction for what we know and love as the Universal Living Wage (and what we now call the National Locality Wage). 										<content:encoded><![CDATA[<p><strong>The Veterans Day Parade on November 11, 2025,</strong> will feature House the Homeless among its participants in Austin. The parade is set to start at 9:00 am, moving along Congress Avenue from the Bridge to the Capitol Building, where a commemorative ceremony will be held. In 2021, at least 583 veterans in Texas died by suicide; and no fewer than 1,711 veterans in Texas experienced homelessness in 2022. A recent federal report indicates a concerning 19% surge in homelessness among Texas veterans from 2022 to 2023, marking one of the most significant increases in the nation. With over 35,000 veterans impacted nationwide, it&#8217;s imperative to elevate awareness and push for effective interventions. We invite you to join us in paying tribute to these valiant individuals and bolstering initiatives to equip them with necessary support. Your presence is welcomed as we unite to effect change.</p>

				<div class="et_pb_text_inner"><p><strong>OUR HISTORY</strong></p>
<p>Because of an un-silenced voice, House the Homeless leadership &#8211; largely Richard R. Troxell &#8211; sees and is able to communicate the problem and potential solutions as free-agents. As a grassroots organization that accepts no government funding, our voice has always been loud and clear, whatever the consequences. On the contrary, others feeling job vulnerabilities may not be in a position to be as vocal. One example includes our campaign to oppose the “quality of life” ordinances that criminalize homelessness and restrict people’s civil rights. In 2008, when others worked to pass the “no camping” ordinance, House the Homeless bought a full-page Sunday ad in the Austin American Statesman, showing the cost of jailing vs. job training. We framed the issue so people could understand the moral and economic concerns. Sadly, the City and the nation are returning to those days when homelessness was, and is now AGAIN, criminalized.</p>
<p><strong>Universal Living Wage / Livable Incomes Campaign</strong> is a national empowerment project, with adopters and advocates https://www.UniversalLivingWage.org. Conceived by Richard R. Troxell in the early 2000’s as a unique formula, devised to ensures that anyone working 40 hours in a week will be able to afford basic food, clothing, shelter, public transportation, and access to the emergency room. The U.S. Military and the federal government have both adopted our tenet of making their wages relate to the local cost of housing.</p>
<p>Over time, Richard R. Troxell broadened the Campaign to end economic homelessness by promoting “Livable Incomes” to address those who cannot work. Thus, our advocacy includes an increase to the federal Social Security disability stipend so that they too can afford basic housing, while continuing to promote the Universal Living Wage with its formula indexed on the cost of housing wherever that person lives.</p>
<p><strong>HTH Highlights (Partial)</strong></p>
<p><strong>2024</strong></p>
<p>– Blythe Plunkett is our 2024 President, doing a great job with Amplify Austin, the Memorial, and Planning the 2025 HUGSS event. Will Hyatt is our apostle of giving, working with dozens of individuals at any given time, to empower and equip; to pray with; to lift up and restore hope as HtH is Boots on the Ground. PJ Liles continues to be a force (of faith) as he brings the gift of music to HtH events and more. We also completed and are distributing the 18th edition of the HtH Plastic Pocket Resource Guide, designed by Richard R. Troxell.</p>
<p><strong>2022, 2023.</strong></p>
<p>Richard continues the ULW Campaign, including automating the Local Wages calculator (thanks to Bo@YanboSolutions.com), utilizing the formula devised by Richard that considers that anyone who works a 40-hour hour week should be able to afford the most basic of housing – indexed on<br />housing costs and more wherever that work is done. HtH Boots on the Ground continued to reach into camps and where we could find folks trying to survive.</p>
<p><strong>2019, 2022. </strong></p>
<p>HTH Statues dedicated! After a few years of raising funds, HtH placed life size bronze Homecoming Statues at Community First! Village in Austin, Texas (2019) and at the Basilica of the National Shrine of the Immaculate Conception in Washington, D.C. (2022). The three piece statues stand as a memorial to the men, women, and children who die while homeless locally and across the United States. Designed by Richard R. Troxell and sculptured by artist Timothy P. Schmulz.</p>
<p><strong>2020</strong></p>
<p>– Not stopped by COVID, the 16th annual House the Homeless HUGSS Thermal distribution, occurred on New Year’s Eve with three entities set up to for their regular Thursday meal ministry: Central Presbyterian Church, Angel House, and Sunrise Church. Volunteers and staff from First Baptist Austin helped to fill nearly 400 new back packs with HUGSS purchased with donations to House the Homeless. HUGSS includes hats, under-thermals, gloves, scarves, socks – plus safety whistle, flashlights, poncho, bus passes and more! (In 2021, the event returned to First Baptist Church Austin).</p>
<p>&#8211; Also in 2020, Caritas, led by Jo Kathryn Quinn, Executive Director, presented our annual Homeless Memorial Service virtually. This followed Caritas’ coordination of the Memorial when Richard first moved from Austin in 2019.</p>
<p><strong>2019</strong></p>
<p>&#8211; Richard R. Troxell moved into a voting Board member role of National Education Director (NED) and as HtH’s representative to the National Coalition for the Homeless. Knowing that half of the homeless can work and half are disabled, Richard is actively promoting Livable Incomes: Universal Living Wages and changes in Social Security Disability Benefits. He and his wife, Sylvia, are now based in North Carolina nearer their daughter and young grandson. Richard continues to drive action in Austin and nationally through HtH and the National Homeless Coalition.</p>
<p>&#8211; We again engaged many in our “Days of Action” encouraging housing and livable incomes. Richard has for many years led our Tax Day action, replicating same at post offices around the nation. House the Homeless has historically incentivized participation nationally by contributing a camera, and in return, participants would return photos to us. P.J. Liles and Will Hyatt led our “Bridge the Economic Gap” action around Labor Day, ensuring a voice by those experiencing homelessness and displaying our banner over the 12th Street bridge, pointing to www.UniversalLivingWage.org. Other activities include Marching for Peace on Martin Luther King, Jr. Day and with Veterans for Peace on Veterans&#8217; Day.</p>
<p>&#8211; For the 25th year, HtH updated and printed a laminated, folded Plastic Pocket Resource Guide (18 printings with 10,000 distributed each time), thanks to sponsors, such as City of Austin Parks and Recreation, Austin/Travis County Integral Care, and others.</p>
<p><strong>2015</strong></p>
<p>&#8211; Designers, volunteering through Leap to Success, gave HtH a world class, interactive website: <a href="http://www.UniversalLivingWage.org">www.UniversalLivingWage.org</a>.</p>
<p>&#8211; New House the Homeless Logo that includes the world’s cutest dog who promises to love our people unconditionally.</p>
<p>&#8211; Using art and education to humanize individuals experiencing homelessness, Timothy P. Schmalz –world renowned bronze sculptor, began sculpting The Home Coming statues in miniature – 250 purchased to leverage donations for the three-piece life size statues.</p>
<p><strong>2013</strong></p>
<p>&#8211; Mobile Loaves and Fishes got the final go-ahead for the RV Park that creates an entire community for our disabled homeless citizens. HTH is proud and honored to have played a small role -helping get those good folks the disability benefits for the next six years, to enable them to live there.</p>
<p>&#8211; HTH led the nation with our White Paper on the Prevention of Homelessness – a game-changing document, mailed to all members of the U.S. Congress, all 50 governors, select cabinet members, President Obama, and Mrs. Obama; then raised funds to mail to many mayors.</p>
<p>&#8211; Richard studied under sculptor Steve DuBois and sculpted “The Home Coming.” Subsequently, two world-renowned sculptors, seeing the sculpture story in the Austin American Statesman, have contacted us and offered their skills to sculpt our concept into full life-size statues &#8230; at reduced costs. This is separate and apart from all of our other programs.</p>
<p><strong>2008-2009</strong></p>
<ul>
<li>Launched the release of a “Know Your Rights” guide prepared by Legal Aid for the Homeless (R. Troxell) and Texas C-Bar (both programs of TRLA) regarding laws affecting the homeless. Continuing wide-spread distribution throughout Austin Metropolitan Area.
</li>
<li>Provided targeted financial assistance to homeless and working poor persons for identification documents (birth certificates, etc.) necessary to access social services; for mobility-impaired bus passes; and for other critical needs.
</li>
<li>Initiated a collaboration with the Community Action Network, TX Homeless Network, Mobile Loaves and Fishes and Ending Community Homelessness Organization, for Troxell’s HtH-sponsored “Let’s Get to Work” Forum and Initiative creating a living wage work program (May 2009). It brought together three &#8220;Best Practices&#8221; groups, including Del Mar College in Corpus Christi, and a panel of local experts already doing employment programs and ready to create a &#8220;Pathway” for people experiencing homelessness whereby they would emerge as a workforce earning living wages.

<li>Let’s get to Work secured support of Austin Chamber of Commerce and Downtown Austin Alliance, Seton Family of Hospitals, TX Dept of Child Protective Services and many more.
</li>
<li>Developed and conducted a survey that revealed 90 percent of Austin’s homeless would work a full 40-hour week if it provided them food, clothing and shelter (including utilities); i.e., a living wage. Findings widely distributed</li>

<p><span>The Home Coming is a project to create life-sized bronze sculptures to complement and humanize the Homeless Memorial which has existed in on Auditorium Shores on Lady Bird Lake, Austin, Texas for over two decades. The homeless tell us that they feel invisible – The Homecoming will at last put a face on homelessness, showing the plight of the Veteran (one-third of all homeless are U.S. Veterans), his child (the average age of the homeless is nine years old), and the forgotten woman (a victim of domestic violence, physical or mental illness, lost jobs and benefits). Sculpture artist, founder and president of HTH, Richard R. Troxell, has donating his time and labor to the project.</span></p></div>

<p>The Veteran in my mind is lost in his own revelry. His promises of “America the Beautiful” have been betrayed. He sacrificed his youth and in thanks only gained the aching hollowness left behind by lost brothers. He will go on because he has true grit. But he is shop worn. Yes, he is angry but he swallows his anger or his daughter. His anger is suppressed and has been supplanted with the drive to bring his daughter into a better world if he can only find it. His gaze is lost staring into the fire as happens to people late at night at the end of a very very long day…. or after years of searching for “the promised land.”<br /> The interaction is between the old woman and the child. The child sees her first, because in spite of everything, her spirit remains alive…vital. The old woman is defeated. She may well have partial cataracts following decades absent of medical care. She has lost everything. She raised three children. One is now dead and two are blowing in the wind. Her husband just left one day and never returned. She is in the absolute darkness. Suffering chronic depression, she trudges from nowhere and is going to nowhere. When she first sees the flicker of the fire light in her upper peripheral vision, she is not sure of the shadowy figures behind it.</p>
<p>The little girl sees her and sees the old woman as a possible companion…who may know the secretes that the future holds for her. They are reflections of one another’s past and future. The girl is desperate to strike a spark only struck between two gals… the little girl coaxes the old woman to the camp almost like a puppy.</p>
<p>The old woman now drawn closer to the camp, is still hard pressed to see and understand the intentions of the man and daughter now seen clearly warming themselves by the fire. The Veteran father feels the excitement in the body of his little girl, and he is stirred from his daze. Looking at the little girl and then following her gaze, he sees the old woman and realizes his daughter’s desire to welcome her into their camp. He immediately follows suit and beckons the old woman to the warmth of the fire. Haltingly, the old woman closes the gap between them and then she freezes. The essence of the moment envelopes her. She is being welcomed into their camp…their home. She is being beckoned…welcomed home…no questions. She is emotionally and physically over-whelmed. Her satchels… her burdens, drop the last 1 1/2 ” to the ground. There is a look of awe, wonderment, relief, joy…even tears. The energy release can be seen in her shoulders…her entire being. The statue is called The Home Coming.</p></div>

<p>Each set of miniatures comes with a label displaying the signature of Timothy P. Schmalz, one of the world’s premiere bronze sculptors (http://www.sculpturebytps.com/about-the-artist/).  “Jesus on the Bench” is one of his original art pieces. </p>
<p>Each character in the statue has their own story of homelessness, including Joey the dog.  The statue entitled The Home Coming, conceived and designed by Richard R. Troxell, is the story of a chance encounter at the edge of the woods where people, who have almost nothing, gladly share what little they have with others.</p>
<p>Contributions of $250 or more will secure you a set of these touching maquettes while they last.  All contributions will be matched dollar for dollar by some incredible people who support House the Homeless and wish to put a face on homelessness.A donation of $250.00 or more entitles the donor to a miniature of The Home Coming statue.  Please specify- “I would like the miniatures.” or “No miniatures” in a note with your check or in the comment box when paying with PayPal.</p>

<p>Because many states and cities are passing and enforcing laws targeting poor and homeless people, and the fact that homeless people are targets of senseless assaults and murder due to their condition of homelessness, House The Homeless feels the need for the adoption of this resolution by City, State, and the United States governments.</p>
<p><strong>HOMELESS PROTECTED CLASS RESOLUTION</strong></p>
<p>Whereas, the United States Government has adopted and is party to the United Nation’s Document referenced as the Universal Declaration of Human Rights, which ” confers on every member of society a right to basic economic, social, and cultural entitlements, that every (nation) state should recognize, serve, and protect, of which food, clothing, medical care, and housing are definitive components of the right to a minimum standard of living and dignity,” and</p>
<p>Whereas, the United States Government has adopted, and is party to the United Nation’s Document; the Habitat Agenda, which calls for certain actions that include but are not limited to: protection against discrimination, legal security of tenure and equal access to land including women and the poor; effective protection from illegal forced evictions, taking human rights into consideration, bearing in mind that homeless people should not be penalized for their status; by adopting policies aimed at making housing habitable, affordable and accessible, including those who are unable to secure adequate housing through their own means, and</p>
<p>Whereas, the United Nations Document: Habitat Agenda, calls for the “Effective monitoring and evaluation of housing conditions, including the extent of homelessness and inadequate housing policies and implementing effective strategies and plans to address those problems,” and</p>
<p>Whereas, there is a shortage of affordable housing stock nationwide, and</p>
<p>Whereas, the national minimum wage is an insufficient amount of money to secure safe, decent, affordable housing even at the most basic financial level, and</p>
<p>Whereas, more than the minimum wage is required in every state to be able to afford a one bedroom apartment at Fair Market Rent, as set by the U.S. Department of Housing and Urban Development, HUD, and</p>
<p>Whereas, the combined effect of these and other circumstances create a group of people that have no alternatives to living on the streets of our nation, and</p>
<p>Whereas, it is estimated that nationwide, there are at least 760,000 persons living without a permanent, fixed, individual residence on any given night, and</p>
<p>Whereas, at least 28% of our nations’ homeless are United States Veterans, and</p>
<p>Whereas, approximately 25% of the single adult homeless population suffers from some form of mental illness, and</p>
<p>Whereas, the fastest growing segment of the population is women with children, and</p>
<p>Whereas, 36.5 million men, women and children of all ages are living in poverty (many of whom are already homeless), and</p>
<p>Whereas, there has been a collective, concerted effort at city and county levels to devise laws and ordinances that find homeless people guilty of having committed a crime for simple acts such as sitting, lying down, sleeping in public, or even in their own cars and</p>
<p>Whereas, there are certain life sustaining acts such as eating, breathing and sleeping that must be conducted by all persons including those that are homeless who must conduct these acts in public, and</p>
<p>Whereas, these laws and ordinances are designed to criminalize and sweep these homeless persons form our nations’ streets and imprison them, without regard for their personal safety or care for their personal belongings, for no reason other than they are lacking housing and as a result, are characterized as non-citizens, and are deprived of their human rights, and</p>
<p>Whereas, these impoverished persons are targeted and often made victims of malicious hate crimes and selective enforcement of these laws and ordinances, and</p>
<p>Whereas, camping, sleeping, sitting, lying and other anti-homeless laws including those that restrict the feeding of people who are hungry, are being enforced at a time when emergency housing shelters are consistently full and no housing alternatives remain available, and wages paid are wholly inadequate to afford people the basics of life: food, clothing and shelter, and</p>
<p>Whereas, the enforcement of such laws under such circumstances constitute cruel and unusual punishment and impinge upon these persons access to travel,</p>
<p><span><strong>THERFORE, BE IT RESOLVED</strong></span>: That persons without a fixed, permanent, individual place of residence, and those that are earning 100% of Federal Poverty Guidelines or less, are sufficient in number characteristics, and vulnerability to compromise a distinct class of people, and as a result, shall hence forth constitute a<span> </span><strong>Protected Class</strong><span> </span>with all rights and protections under such a designation. Herein after, this Protected Class, will be referred to as the Indigent Homeless Population.</p>
<p><strong><span>AND FURTHER, BE IT RESOLVED</span>, that as a Protected Class they will be protected:</strong></p>
<p><strong>From laws against sleeping, sitting, lying down in public,</strong></p>
<p><strong>From laws that restrict them from being provided food,</strong></p>
<p><strong>From acts or laws interfering with their right to travel,</strong></p>
<p><strong>From wages that are so low that they are denied access to housing,</strong></p>
<p><strong>From laws or practices that disregard their rights of ownership, and protections for their personal belongings,</strong></p>
<p><strong>From being made targets of hate crimes, and</strong></p>
<p><strong>From being characterized and treated as non citizens.</strong></p>
<p><strong>From being denied employment due to one’s homeless or formerly homeless status.</strong></p>
<p><strong>From laws or practices that discriminate against people and deny them any type of housing based on their present or past condition of homelessness.</strong></p>

<p>JoAnne’s heart and soul lived in her work with House the Homeless, the oldest all volunteer 501(c)(3) nonprofit in Texas dealing with advocacy and education around issues of homelessness.<br />Beginning in 1992, and continuing for 28 years, she served on the Board—primarily as secretary – and was the quiet engine behind much of the organization’s impact.</p>

				<div class="et_pb_text_inner"><p><span>As you know, the story depicted in the statue is that of a homeless veteran, John, his daughter Colleen, and her dog Joey who have a chance encounter on the edge of a woods with an African American woman, Ms. Annatene. She is also homeless and trudging from nowhere and going nowhere. The little girl leads the way when she opens her daddy&#8217;s coat and invites the old woman into their camp. The father, his gaze lost in the fire, stirs from his reverie, takes the little girl&#8217;s lead and joins in calling the old woman into the camp.  While they have nothing, they share what little they have&#8230;the warmth of their fire, and their humanity.  It is called The Home Coming. The saga of the Home Coming is found in Chapter 13.</span></p></div>

Our mission is education and advocacy around issues of homelessness. We strive to ensure that the makeup of our Board of Directors generally not fall below 60% of individuals who were formerly homeless or are currently experiencing homelessness.</p>

Troxell, Founder/ Past President &amp; National Education Director (NED). </b><span style="font-weight: 400;">Richard is a United States Marine and Viet Nam Veteran,</span><span style="font-weight: 400;"> who has been striving to end homelessness since he first experienced it as a 3 year lived experience following the war. Hired straight from the streets by Legal Aid he created a direct impact program and became a mortgage foreclosure preventionist in Philadelphia in the 1980s. From 1989-2018, he served as the creator and inaugural Director of Legal Aid for the Homeless/Rio Grande Legal Aide, with daily interaction with disabled citizens of Austin experiencing homelessness. Gaining widespread support, he is actively promoting Livable Incomes with a </span><span style="font-weight: 400;">Living Wage for those able to work (fix the Federal Minimum Wage utilizing the formula which he created to be indexed on the cost of housing wherever a person lives and works; and fixing the SSI stipend for those who cannot work due disability. He crafted the National Homeless Criminalization Cycle based on the Quality of Life Ordinances.  He orchestrated the nations only agreement on the No Sit/No Lie Ordinance incorporating accommodations as identified in the Americans With Disabilities Act. On behalf of HtH and the City of Austin he designed a paradigm change for homeless service delivery and secured a $100,000 grant from former Texas Governor George Bush for a jobs component for people experiencing homeless. He authored the National Homeless Protected Class Resolution during his service on the Board of Directors for the National Coalition for the Homeless 1997-to date. Richard earned his Bachelor’s degree from St. Edward’s University, is a graduate of the Lauterstein-Conway Massage School.  He is a world traveler/explorer, collector of American Iron tools dating back to the early 1700s and continues to preserve our culture by collecting hand-blown American glass bottles also dating to the early 1700s (pre American Revolution). Conceived of and first sculpted and secured funding for the first Home Coming homeless statue now located at Community First! Village in Austin Texas. He then raised funding and created a second statue now in a warehouse in Washington DC where he will site it after COVID-19 has ended. He is a lifetime learner and family man.</p></div>

				<div class="et_pb_text_inner"><p><strong>“Salute to Military Heroes, National Mounted Warriors Museum, NMW Foundation.org, in honor of a veteran for their sacrifices and commitment to our country. Nomination by Cecilia Blanford (pending June 2022):</strong></p>
<p>Veteran Richard R. Troxell (USMC, 1969-1972)has lived, worked, and fought homelessness since returning from the Viet Nam War. His latest book, &#8220;Short Stories in a Long Journey: What it takes to End and Prevent Homelessness&#8221; chronicles five decade of fight for human and civil rights. Veterans in Action work includes his researched initiative to serve homeless veterans in significant recovery of Traumatic Brain Injury (TBI)/Chronic Encephalopathy (CTE). Most recently, Troxell designed and raised funds for The Home Coming &#8211; life size bronze sculptures of a homeless Veteran, his young daughter, their dog, and an older woman of color &#8211; who find community around a campfire. Sculpted by world renown artist, Timothy P. Schmalz, in collaboration with Mr. Troxell, the first set of statues were placed at Community First! Village in Austin, TX; and the second set has just been installed at the Basilica of the Immaculate Conception at Catholic University in Washington, D.C., with yearly foot traffic of 1 million people. In the Austin area, Troxell established, 20 years ago, a Living Memorial site on Town Lake with sunrise services to remember those who die while homeless each year (220+ this past year); speakers always include Veteran representatives. Adapted by other communities, he designed a pocket-fold, laminated Resource Guide complete with Veteran services, now in its 21st printing of 10,000 each. To end and prevent homelessness, he created a Universal Living Wage &#8211; ULW (National Locality Wage &#8211; NLW) formula, indexed on the local cost of housing nationwide, sponsored by hundreds of Veteran and other entities. He developed strategies such as &#8220;Discharge No One into Homelessness&#8221;, a Homeless Protected Class Resolution and hate crimes legislation, and with the case of a homeless veteran WON, 20+ years ago, the fight against so-called &#8220;Quality of Life&#8221; no sit, no lie ordinances that recently reared their ugly heads &#8211; leaving many veterans and others unsheltered and unable to afford such tickets. He has been referred to as the &#8220;Moses&#8221; of this era, leading his fellow vets and others with dignity for all.</p>

Cecilia earned a Bachelor’s in Liberal Studies and a Master’s in Human Services (triple concentrations in Nonprofit Administration, Social and Psychological Services, and Counseling) from St. Edward’s University. Her employment has included 11 years as Grants Director for Ascension Seton, 12 years as Grant Director for Lutheran Social Services (Upbring) and several years as<br />executive director of El Camino Girl Scout Council and Austin Community Nursery Schools (MainSpring). 				<div class="et_pb_toggle_content clearfix"><p>Charles Ray Guidry, Jr., also known as “Chuck”, is a long-time volunteer with the Open Door/Fig Leaf Ministry run by the University United Methodist Church in Austin. He faithfully drives from San Marcos on Saturday mornings to prepare hundreds of hot meals to give away. Formerly homeless himself, Charles says, “I want to get one of them off the streets and then another…whatever I can do within reason.” Charles is employed full-time and always stands ready to serve. His service was recently recognized by AARP which presented him with the Andres Award, highlighting public service, the spirit of volunteerism, and working together for positive change. He is quick to credit all that is positive to God and his strong faith in Christ, along with the influence of his friend and mentor, Will Hyatt.</p></div>

He retired after a career in electronics, including work with Cisco, Motorola, Samsung and others; and still loves a good round of golf. An Elder at Central Christian Church in Austin and a leader within the Disciples of Christ Southwest Region, he brings lived experience, faith-centered advocacy, and dedication to outreach. He has long volunteered with HtH’s HUGSS campaign and Homeless Memorial and was elected to the Board in 2025.</p></div>

				<div class="et_pb_toggle_content clearfix"><p>Jo Ann Koepke, Member-at-Large.  Since 2001, Jo Ann has served on the Board, primarily as Secretary, since 1992. For 28 of these years, she managed all databases and helped Ricard with contacts and Universal Living Wage campaign endorsements for its founder, Richard R. Troxell. She asserts that her “…heart and soul is in my work with House the Homeless, Inc.; and even though I am no longer in Austin, TX, I still support the data bases and help get donations (primarily food) for our events.”</p>
<p>In medical research, Jo Ann did biochemistry analysis of kidney function tests, neuromechanics, and in cardiology research. She also worked in nursing.<span> </span>Jo Ann received her bachelor’s degree from Wayne State College in English, Chemistry and Biology. Despite many challenges, she uses her talents as an artist, pianist, author, master gardener, and advocate to empower and help others. She earned a Master’s of Women’s Studies from Norwich University. She is “mom” to two daughters sponsored through ChildFund International with lifelong relationship.</p></div>

				<div class="et_pb_toggle_content clearfix"><p><b>Sylvia Troxell, Advisory Board. </b><span style="font-weight: 400;">After 18 years as Special Education teacher at Eanes Independent School District, Sylvia relocated to North Carolina where she and Richard could be closer to their daughter, Colleen Troxell. Sylvia graduated from The University of Texas at Arlington with a degree in Instruction and Curriculum and with a degree in Special Education from La Salle University. For three decades, she has supported the mission of House the Homeless. For many of those years, she has directed more than 100 volunteers at our annual HUGS Thermal Party where she prepared much of the food in First Baptist Austin’s kitchen. Sylvia led Hill Country Middle School students with their parents and teachers in raising more than $34,000 for House the Homeless. Sylvia has also served as webmaster, board recording secretary. She and Richard have made and continue to make hundred of personalized masks during COVID-19, and she has helped in countless other ways. She continues to serve on the House the Homeless Advisory Board.</span></p></div>

Liles,</i></b> Past <span>President, moved to Austin in 1998 where he started the Poet’s Pantry with Tom the World Poet, monthly donating to Safe Place and Casa Marianella over 200 lbs. of canned goods collected at Open Mics as entry to poetry events. He started </span><i><span>Operation Warm</span></i><span> in 2010 to collect jackets and recyclable household goods for HtH and SafePlace. He began working with HtH in 2006 as bandleader with Rockin’ Gospel Project at HtH’s annual HUGSS event &amp; Thermal Giveaway. He served as President during the transitional year when the Troxell’s moved to North Carolina. P.J. has since retired after 11 years at Austin State Hospital (ASH) in Maintenance and then Canteen Director.  He is regularly working in the streets of Austin to meet the people “where they are at” – building relations with homeless individuals, garnering in-kind or collaborative support.</span></p></div>

				<div class="et_pb_toggle_content clearfix"><p><b><i>Greg Gibson, MAC, MAHS,  A highly qualified </i></b>a<span>dvocate and mental health professional, Greg has 30 years of experience working with local, state and national organizations that focus on the development, implementation, and operation of health and human services. He has exceptional expertise and experience with populations that are without a regular means of shelter who also cope with serious mental illness and co-occurring substance use disorders. Greg previously worked for Austin/Travis County Integral Care with previous employment with Texas Homeless Network. Greg received a bachelor’s in Psychology from Midwestern State University; and graduated from St. Edward’s University with a Master’s of Arts in Human Services and concentration in Social and Psychological Services. </span>Greg is also a veteran having served as a Medical Non-Commissioned officer in the Army Reserve.</p>

				<div class="et_pb_text_inner"><h1>Universal Living Wage &#8211; ULW (National Locality Wage &#8211; NLW)</h1>
<p>In 1997, Richard R. Troxell created a unique formula that fixes the Federal Minimum Wage. Using existing government guidelines, a three pronged formula was devised that ensures that a person who works 40 hours in a week (be it from one job or more), will be able to afford basic food, clothing, and shelter (utilities included) wherever that work is done throughout the United States.</p>
<p>In April 2001, the Universal Living Wage &#8211; ULW (National Locality Wage &#8211; NLW) Campaign was launched and simultaneously went on line at<span> </span><a href="http://www.universallivingwage.org/">www.UniversalLivingWage.org</a><span> </span>Note. Universal Living Wage &#8211; ULW (National Locality Wage &#8211; NLW) is a committee of House the Homeless, Inc. In total, 43,000 letters were sent to Unions, Faith Based Organizations, Non-Profits and Businesses. This created a data base of endorsing entities.</p>
<p>Also in 2001, we held our 1st National Day of Action. We gathered at US Post Offices in all 50 states and Puerto Rico.  Supporting the actions, the campaign raises funds and distributes 4’by 10’ banners and red and white yard signs both directing people to the Universal Living Wage website and the campaign.</p>
<p>We later created a<span> </span><i>second</i><span> </span>National Day of Action: Bridge the Economic Gap Day. We get on the bridges of America with slightly different banners (which the campaign again supplies) with participants on at least one bridge in every state in the union. We again direct people to the Universal Living Wage Website and Campaign.</p>
<p>In October 2010, we released the book, Looking Up at the Bottom Line…The Struggle for the Living Wage.  Copies were sent to every member of Congress.</p>
<p>In 2013, HtH produced a White Paper: Preventing Homelessness at its Core; Living Wages, Livable Incomes and Discharge No one into Homelessness.</p>
<p>In 2014, HtH is updating and re-issuing the White Paper with a<span> </span><i>10 year phase in plan</i><span> </span>for a National Living Wage.  The intention is to send it to all 1400 Mayors with a Resolution enabling them to petition the US Congress to fix the Federal Minimum Wage by<span> </span><b><i>indexing it to the<span> </span><span>local</span><span> </span>cost of housing</i></b><span> </span>(the single most expensive item in the budget of every American).</p></div>
